Under the supervision of the ECS HR Director, the HR Assistant will assist the Head Start Program and Agency in a variety of skilled administrative and clerical duties directly related to the human resources activities. These include screening resumes/application forms; scheduling interviews for others; checking references; compiling data and preparing routine and special reports; providing information to employees on labor/union policies and procedures; participating in interview processes, and other various support duties as needed by the Human Resources Department.
ESSENTIAL FUNCTIONS: 1. Coordinate all activities related to hiring employees. Including but not limited to: job announcements, advertising, receiving and tracking applications, staffing the HS Personnel Committee, screening applications, coordinating interviews in accordance with Head Start Performance standards or other applicable Agency hiring requirements for non-Head Start positions. 2. Ensure all background and health clearances are completed and confirmation received prior to hire in accordance with Head Start Performance standards or other applicable Agency hiring requirements for non-Head Start positions. 3. Verify new hire transcripts to ensure all educational requirements for the position are met prior to hire accordance with Head Start Performance standards or other applicable Agency hiring requirements for non-Head Start positions. 4. Ensure processes of the SEIU contract are appropriately implemented within Head Start program including the maintenance of hiring seniority lists. 5. Assist in the handling of department communication and recordkeeping of worker’s compensation claims. 6. Inform applicants of job openings and details such as duties and responsibilities, compensation, benefits, schedules, working conditions, and promotion opportunities. 7. Screen job applicants to match their qualifications with employers' needs, recording and evaluating applicant experience, education, training, and skills. 8. Conduct pre-employment tests. 9. Review employment applications and job orders to match applicants with job requirements, using manual or computerized file searches. 10. Prepare and place job announcements. 11. Select qualified applicants or refer them to hiring manager, according to organization policy. 12. Administrate recordkeeping of applicant tracking system and hiring processes ensuring compliance to all federal, state and contractual hiring requirements. 13. Perform other communication, administrative and recordkeeping support functions as needed by the Human Resources Department. Skills / Requirements
AA Degree and/or HR Certificate and two years experience in a medium to large HR department setting or equivalent combination of experience and education. Proficient in Microsoft Office, Access or other HR databases. ADP experience preferred.
OTHER/SPECIAL: * Preferred experience in a union environment. * Preferred experience with affirmative action employment processes. * Ability to pass a physical examination and TB skin test. Fingerprint clearance required. Important Notes
