Jobing Description
The Property Manager is a member of the management team of St. Vincent de Paul Village and works collaboratively and cooperatively with the service team to accomplish the mission of the Program, Division and the Organization.

Father Joes Villages is a dynamic non-profit human service provider and developer of permanent affordable housing; supportive housing and service enriched housing. Our affordable housing is open to all those in the community who meet income guidelines and may be coming from transitional housing programs such as St. Vincent de Paul Village. Our current holdings include 165 units on three (3) sites; Sixteenth and Market, a 136-unit Afforable Housing Apartment Complex; Boulevard Apartments, a 24-unit complex and the Toussaint Apartments, a 5 unit complex for program graduates in transition located inside the Toussaint Academy of the Arts and Sciences.

Father Joe's Village values innovation and seeks to incorporate best practice methods into our program designs.

The ideal candidate will:
Represent our agency and properties at appropriate community meetings.

Remain informed and up-to-date on area resources, including working with Second Hand Strive a Solutions Consortium (on site-partner) to have access to a list of housing resources.

Liaison with Village transitional housing staff when a Village transitional housing resident is moving into a Village permanent housing project.

Determine eligibility of applicants for subsidies e.g. Shelter Plus Care and Section 8.

Liaison with the Housing Counselor partner from Second Chance Strive a Solutions Consortium partner, located at the Village and other community service partners to insure adequate service provision to tenants and applicants.

Compile reports and all required documentation for audits and all regulatory entities
Travel to and examine all sites on a regularly scheduled basis and maintain appropriate documentation.

Coordinate on-site services that support community living and good neighbor policy activities (ie., Neighborhood Watch)

Ensure fiscal and program compliance with all funding sources, developers and other governing entities. This includes, but is not limited to, the Tax Credit Allocation Committee, the San Diego Housing Commission, various investment corporations, the California Housing Finance Agency and the federal department of Housing and Urban Development.

Monitor and ensure tenant maintains certification and recertification requirements of low-income units through FDIC regulations.
Compile reports required by all regulatory entities in a timely and accurate manner.






Skills / Requirements
Minimum Education and Experience:
B.A. in related field or equivalent education and experience to include education in property management in addition to experience working in an area of housing services. Each year of experience will be considered toward degree requirement. Demonstrated strong written and oral communication skills.One year of apartment management or equivalent experience managing a housing program, including compliance with multiple funding sources.

Market Education and Experience:
B.A. in related field and Property Management Certification with six (6) months of hire.
3 years of housing management with a special needs population.

Preferred Education and Experience:
B.A. in related field and Property Management Certification upon hire.5 years of non-profit housing project management with Shelter Plus Care, MHP funded programming and tax credit experience.
