Jobing Description
Casa de Amparo is recognized as a major force in the field of child abuse prevention. Partnering with the greater San Diego community, we assure that children and their families receive unique and innovative services for healing, for stopping child mistreatment of any kind, and for ending generational cycles of abuse. The result is a community where child abuse and neglect are not tolerated, and where child abuse awareness and prevention are priorities.

GENERAL FUNCTION: Oversight of the daily operations for a 24 bed emergency shelter for children ages 6-17, including staffing, budget, facility and transportation for Clinical Services, including clients in the EPSDT counseling/residential program. Coordination of clinical, medical, education, and residential components to assure smooth delivery of services to clients.

MAJOR JOB SEGMENTS:
Fiscal Management
1.Responsible for delivering EPSDT, AFDC, and grant funded services within budget guidelines, including monthly budget monitoring and corrective action as necessary.
2.Maintains systems of financial control, addressing revenues, expenses, and inventories.
3.Monitors clinical/group home occupancy and its impact on revenue. Facilitates corrective action plans to maintain intake of clients as needed.
4.Prepares annual operating budget for department.

Program
1.Participates in overall agency program development, strategies for growth and evaluation.
2.Ensures that program objectives are met within all program regulations, including EPSDT, AFDC, and Community Care Licensing regulations.
3.Assures that clinical, intake, and milieu program services are carried out within the mission and philosophy of the organization.
4.Assures that performance within components is coordinated and meets high standard, i.e. counseling, milieu treatment, education, intake, etc.

Human Resources Management
1.Responsible for direct and regularly scheduled supervision of all licensed and intern therapists, as well as the Program Coordinator.
2.Attends weekly staff, case review and program meetings.
3.Attends monthly Directors Meetings and Management Team Meetings.
4. Meets on a regular basis with Office of Education teachers to assure coordination with the clinical/residential program.
5.Monitors and ensures on-going new staff orientation and regular in-service training program for counseling and residential staff.
8.Assures proper and separate documentation of EPSDT services and AFDC weighting factors for State Department of Social Services AFDC-FC.
9.Assures that employment practices, including disciplinary process, are carried out within EEOC, Employment Labor Laws and agency policy.

Agency Administration
1.Responsible for implementation of policies, goals, and priorities, standards, procedures as developed by staff and approved by the Board of Directors.
2.Assures that facilities and vehicles are maintained and repaired in timely and safe manner.
3.Participates in public relations and the promotion of Casa de Amparo including presentations and special events as assigned.
4.Represents the organization on provider/county committees, task forces and networking groups as assigned.

Resource Development
1.Works with development staff to translate program concepts into funding applications.
2.Assists with approaches to potential funders as assigned.

Public Relations
1.Creates and maintains partnerships with third parties for services/goods which enhance Casa’s service delivery or operation.
2.Ensures support of fundraising efforts on behalf of Casa de Amparo.
3.Acts as a representative of Casa as required at events and activities.

Skills / Requirements
Graduate of an accredited university with a Masters Degree in behavioral science or public administration and a minimum of three years supervisory experience in residential care of children or counseling/social service administration required. MFT or LCSW licensure preferred. Must have knowledge of the legal and financial responsibilities of a non-profit corporation, HIPPAA regulations, Medi-Cal regulations, licensing regulations of group homes, and County HHSA agencies. Strong interpersonal skills; written and oral communication skills; an understanding of basic accounting procedures; skills in interviewing, hiring, and evaluation of employee performance. Strong organizational abilities including personnel management, planning, delegating, budgeting, program development and facilitation. Flexible schedule. Ability to comply with employment requirements, including but not limited to satisfactory results of background check, provision of clear DMV record, health exam and TB test, etc. Must qualify for approval by agency insurance carrier to drive agency vehicles.
