Job Description

The Safety and Compliance Manager is responsible for managing all safety, training, compliance, and driver hiring functions. This position will supervise the classroom and behind the wheel training activities and will develop and implement accident abatement plans. The Safety and Compliance Manager must ensure compliance with all company, state and federal regulatory requirements while honoring Sun Diego Charter’s approach to business that starts with our commitment to safety, operational excellence, and customer service.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Although additional duties and related tasks may be assigned, the essential duties and responsibilities of this position include the following:
? Oversee safety, training, and related compliance matters for Sun Diego Charter, achieving measurable and documented improvement each quarter
? Ensure company and contract compliance with all applicable federal, state, and local regulations
? Develop, enact, expand, and enforce safety and compliance programs to ensure they meet the needs of the Company and fulfill all necessary regulatory requirements
? Lead accident/incident investigations as necessary to compile accurate information, perform detailed analysis to determine the cause, and take appropriate actions to mitigate future risks
? Plan, develop, and implement training programs for all safety sensitive positions within the Company, including drivers and the members of management who supervise employees working in a safety-sensitive function, including oversight and facilitation of:
o Driver accident re-training
o In-service training for Drivers
o School Pupil Activity Bus (SPAB) training program including:
? SPAB Classroom training
? Behind the Wheel training
? Ongoing review, interpretation, communication, and implementation of federal, state, and local rules and regulations
? Ensure that related recordkeeping and reporting requirements are exceeded and timely
? Prepare and maintain all required manuals, programs, procedures, and standards for Company operation as it relates to safety and compliance
? Establish operational standards for fleet safety, personal injuries, and DOT compliance, in collaboration with Operations
? Work with Operations and HR to develop standards regarding the sourcing, hiring, and training of all Company employees who will work in a driver and/or safety-sensitive function
? Work with Operations and Leadership to create and implement an Incident Management Plan
? Perform on-board evaluations and trail checks
? Create a process to ensure the evaluation of all routing for safety and efficiency
? Travel as frequently as necessary to field locations to appropriately audit, assess, and monitor the execution and effectiveness of all safety and compliance
? Develop, compile, and distribute detailed, relevant reporting regarding key safety and compliance metrics
? Function as the internal safety and compliance expert that is a resource for all members of the Company
? Develop and facilitate monthly safety meetings with clearly defined goals for participants
? Oversee CHP, DOT, DOD, TSX and School District inspections
? Create a process for ride-alongs, onsite observations, remedial and upgrade training, and
discrete trails
? Create and implement successful driver discipline processes
? Maintain and train drivers on Compliance Paperwork, Hours of Service, DVIRs, Bus Checkout Sheets, accident reporting, and the logging of accidents into VMS system
? Assign projects and direct staff to ensure compliance and accuracy
? Work with each direct report to establish goals and objectives and monitor progress to enhance the professional development of staff
? Collaborate with other managers and staff members to formulate and implement policies, procedures, goals, and objectives
? Work with department heads and management to get the best performance from staff and employees
? Maintain professional and technical knowledge by:
o Tracking emerging trends in management
o Attending educational workshops
o Reviewing professional publications
o Establishing personal networks
o Benchmarking state-of-the-art practices
o Participating in professional societies
o Exploring opportunities to add value to the Company
? Contribute to team effort by accomplishing related results as needed

SCHEDULE:
In light of the nature of the transportation industry, the Company does not maintain regular business hours. You are expected to work customary business hours but will vary as determined by the Company’s specific business needs. Schedules are subject to change and may require early mornings, evenings, weekends, holidays, or multiple-day shifts. Flexibility with the work schedule and the ability to work any shift assigned is required.

Education / Experience
? High school diploma or equivalent required
? Minimum 1-year experience supervising others
? Safety, Training, and DOT Regulation experience

Certificates, Licenses, Registrations
? Class B California Driver’s License with a passenger endorsement and air brakes certification
? Valid School Bus Instructor Certificate or able to obtain
? School Pupil Activity Bus (SPAB) certification or ability to obtain

Language Skills
Ability to read and interpret documents in English. Ability to write in English routine reports and correspondence. Ability to speak effectively before groups.

Mathematical Skills
Demonstrates strong general math skills such as adding, subtracting, multiplying, and dividing whole numbers, fractions, and decimals. Performs these operations with units of American currency, Regular and Military time, and Imperial measurements of weight, volume, and distance.

? Clean DMV H6 Record (less than 30 days old)
o No DUIs within the last seven years
o No more than one DMV point or moving violation within the last 3 years
o No more than one preventable accident in the previous 12 months and no more than two preventable accidents in the previous 36 months
o No more than one major preventable accident within the previous 36 months
o Pass a physical exam as required by the Department of Transportation (the place where applicable)
o This position is designated as requiring a background check due to the nature of the job responsibilities.
